300 days to complete a repair!!

i reported a problem with my housing association property on 13.10.2010 which was a leaking roof caused by a housing association contractor dropping a scaffolding pole through our bay window roof, this was compounded by the fact we were away on holiday until the 13.10.2010 so when we returned the floor / walls etc were soaked... from the 13.10.2010 to today we have been fobbed off by the association, promised its going to be sorted etc etc etc only today 300 days on have the builders actually finished work and put the window and roof back together...
my question is can i take action against the housing association for compensation for this repair taking 300 days to complete???
