Change internet by Ethernet to wifi for smart phone

This is "what if" question plus a specific.
If when traveling overseas outside my smartphone data plan (therefore data roaming switched off) what do I need to carry with me to make an Internet connection by ethernet cable (perfect for a lap top) into a wifi access point for my smart phone.
Of course I will know what the situation will be if I have booked a Hotel.
However many overseas hotels provide an Ethernet connection in your room BUT not wfi.
Some overseas rented apartments have Internet BUT only by Ethernet cable.
In these instances my iPhone can not be plugged in and with Data roaming switched off it is almost a worthless brick.
To be specific.
My Daughter is going to Goldsmiths Uni in September and will have Internet connection by Ethernet cable in her study room. I am specifically interested in changing this to "wifi and want to know DAK how to do this.

    Possibly if Goldsmiths University provides ethernet access to the internet, it's because they don't want students to use wi-fi (less secure, more difficult to get working reliably, etc...)? It might be best to check this with them before going down the Wireless Access Point route...

    I don't think there are any adapters that do directly what you want. You would have to use a wireless access point to create your own wireless network, and connect that to the ethernet - such as an Airport Express or a cheaper alternative like say Tplink for around £20-30
