Unpaid Bills by Housemate

I was wondering if I could request some help & advice.
There are similar threads to the one I am creating; however there are subtle differences, which I am not sure whether that changes our rights. We are currently having two issues:

There are similar threads to the one I am creating; however there are subtle differences, which I am not sure whether that changes our rights. We are currently having two issues:
- One of our housemates has failed to contribute to bills for the last half of our tenancy. Contacting him does nothing, and my housemate spoke to the police and they said that it's a civil matter, not a police matter.(This is what is similar to threads that are here already)
- The second issue, and this is what I think differs from the other threads, is that he was 'in charge' of the water bill. Howeve, it turns out he charged us double (£60 each instead of £28 each). Whcih means he charged extra £160 altogether. To me that is different, that is literal theft, instead of disputable bills.

They are in other peoples names, other than £150, which was in the other housemates name only; however someway it has come into our all our names. We are unsure how, other than if the housemate changed it to our information too.0
