Paypal account changes - they hold your money for 21 days!

I've just received an email from Paypal this morning, informing me that my account has changed.
Money from payments will be placed in a pending balance for up to 21days to make sure that there's enough money in my account to cover potential refunds or claims.
After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.
I have held my Paypal account since 2004, I only use it with ebay. My ebay account has also been open since 2004 and has 100% feedback.
Has anyone else had this problem? Am I being penalised? I could understand if I had been a bad ebayer and therefore had claims.
I've tried to get a straight answer out of paypal but they just keep reading their script to me (which essentially says the above.)

This is common and normally happens when someone sells a high risk item as listed here

They usually release the funds earlier if the buyer leaves positive feedback0 -

Thanks verityboo. I've read through the criteria but it does not apply to me as I just sell second hand clothing. I've checked with friends and family who use paypal/ ebay and they arent affected but if its commonplace, perhaps I should just let it go..?0
