Does this sound fair to you?
Fitting 6 spotlights in the ceiling
fitting 4 new double sockets in the room
Removal and refit of existing external downlighters switch to allow for door space into new conversion
= £200.
Just found out that need to pay certification fee on top though! approx £40

That sounds very fair. It's a good day's work.
I had my whole dining room redone a year or so ago with a lot of complicated audio wiring channelled in, loads spot lights etc. and the electrician was charging £200 a day which seemed to be the going rate. He did put in a long day as well, always starting at eight and often running past six in the evening.
His final bill was less that half what some "audio experts" had quoted me for putting in a home system.
Didn't get a certificate though...although I did a few years before that when my fuse box was replaced.

You don't need it for the dining room. Continuity and isulation resistance tests are generally quick to do and should be done on the relevant circuits after they have been modified/added. The extra £40 mentioned maybe (I'd hope) for doing those tests on each circuit in the house.0

It depends where you live
The cost seems fine, but if you were in Scotland the spot lights that are in may not be suitable
They require to be fire rated and also 55 lumens per circuit watt efficicency (40 in England / Wales part P).
This means that you may require led lamps or really good CFL lampsbaldly going on...0
