WH Smiths - Does up to 50% off include 0%?

I saw a book in WH Smiths in the 'up to 50% off' section. There was no discount sticker/price on the book, but the printed RRP on the back was £25. When I asked at the counter the assistant scanned the barcode and said the book was £25! I informed her that it was in the 'up to 50% off' section, and she scanned the book…

Returned to Smiths today to find the said book was on the same shelf, but this time with a £7 off sticker. It looks like they hadn’t got round to marking down the price on Tuesday, or they had forgotten!

However, the asinine comments of the original sales assistant, who I didn’t see today, obviously hadn’t helped.
