Insulation above a suspended wooden floor

Hi,

I have just moved into a property that was built in the 1920s. It is built on a slight slope and the majority of the downstairs is a suspended wooden floor.

This is a LHA house and although this is not my property I intend to make it my home. As such we are responsible for decoration and light maintenance. It appears that previous tenants have not performed the maintenance side of things and have allowed the slightly sloping garden to cover the air bricks and damp corse membrane; I will remedy this shortly. We do have the option of getting the LHA to do it, but would prefer the peace of mind of doing it myself.

Back to the suspended floor: I have read a lot about insulation and heat loss through this type of flooring. As I do not own the property (and with little chance of LHA helping) I would like to help alleviate the flooring and heat problem cheaply. Therefor pulling up the floorboards and putting in suspended insulation is not an option, it has to be as cheap as possible and as effective as possible.

The question then:

Can I insulate above the floorboards and then cover with carpet+underlay or laminate flooring? Maybe overboard the original floorboards?

I would fill any gaps that I could and ensure floorboards are correctly held in place to soften movement.

Other info:

House did have a chimney but this has been removed. Full loft insulation and wall cavity insulation and double glazing. Storage heaters as no gas in village.

Young children and OH is a quite severe asthmatic :(
