    I think you have answered your own question ... With alot of estimations you have now received a 'catch up' bill. Electricity companies can not be held responsible by people who do not give actual readings or check their bills regularly to make sure DD are covering the bills. I think the only thing Southern have done wrong is leave it so long before prompting you into action, generally they will amend DD's automatically if the DD does not cover the quarterly bill even if it is estimated.
