Issues with rented accomodation - am i wrong?

I'm looking for a little advice. I have been renting since 2009 in the same house. Always had issues with the LL/LA when trying to get things sorted out.
With the bad snow last year the guttering came down (back and front) I duly reported this to the LA who advised that nothing could be done due to adverse weather etc, I accepted this and just stated I wanted it known that I had advised them. I called back in March and was advised the LL was waiting for better weather to replace them. They are still off. The neighbours have commented about it to me on numerous occasions (I think they think I've not reported it) and its got to the point I'm like 'here is the LA number, you contact them'
Also, on 24th December last year the front door seized. Could not unlock it and the handle wouldn't move. Repair man was sent out and all he did was cut the latch off. The door has to be permanently locked to keep it closed, the door has also never been watertight but now its worse. Some off the paint has started to flake off the wall in the porch so I'm assuming the plasterboard is getting wet. According to the LL/LA this is perfectly acceptable?
Back door which is a french style door appears to have 'dropped'. The hinges need tightened to raise it apparently (according to my mum) but this means that its getting harder and harder to lock the back door. I'm always scared to force it incase the key snaps or I break it more than it already is.
Ironically my LL has just raised the rent =/. Am in the wrong thinking that these things should be fixed? They way the LA/LL are acting I'm starting to think I'm just being pernickety.

i suggest you write a polite letter, outlining all the issues you have raised here... you need a paper trail. Express your concerns about being locked in the house if both doors are becoming difficult to open/close - this is a safety matter.

It's a disgrace, of course they should be fixed. Put it all in writing to agents and copy to the owners.
