I would seek legal advice, state you can not afford to make alterations and finally, delay, delay, delay. Don't rush into anything, submit everything at the last minute and never chase anyone up. If you have done everything properly then its other peoples problems. Have your neighbours only just complained after 2 years?? Sounds like they could be after £££compensation! Good luck and keep us updated.0

Seems like you've done everything by the board. Ask the council under what rules/legislation they are now acting to require you to change your perfectly legit building, and then get the local gov ombudsman involved as above.0

Really appreciate the feedback, supports our frustrations.
I understand that we have right of appeal to an overriding planning group in Bristol which has the power to say yes or no.
We are awaiting the enforcement notice from the council and will then take steps as outlined above.
Legal advice seems inevitable, as does costs to defend our position.

What are the council enforcing against if planning permission has been granted and all conditions complied with?
The only way this scenario makes sense to me is if in fact you got building regulations approval, built in accordance with plans but got no planning permission, hence retrospective permission which has been refused by the planning committee.0
