I wouldn't be bothered about the garden and I wouldn't worry about anything which wasn't causing damage to the house. Anything that did cause damage to the house would be inspected annually if not more often and any tenat who didn't want me to inspect and caused any difficulty would be leaving anyway. Yes, you are entitled to quiet enjoyment, but I am entitled to inspect. My idea of an inspection by the way is a weekend visit. My tenants have never had a problem with this and if they did, I would have a problem with them.
If a neighbour moaned about my tenant, I'd be quite happy to tell them there was not a problem and if they made life difficult for my tenant, i would nip around whilst inspecting and politely ask them what their problem was. At the point they got unreasonable I would be standing up for my tenant. That's the way it goes.0 -
I'd want to know - I'd contact my LA to arrange an inspection and would bring up the garden as an issue to be resolved.0

You can't bring up the garden as an issue to be resolved though. It's of no business as long as it's left in the same or better state as when the tenancy started when the current T moves out.:A

If discussed reasonably and non-antagonistically, a LL can keep the tenant happy, keep the neighbours happy, and halp keep the property up to scratch.0 -

We had a letting agency responsible for our property doing quarterly inspections, but we still had over £4,500 worth of damage done to a 2 bed flat. Sometimes the landlord trusts a letting agency to do their job and they are let down. We would definitely have liked our neighbours to get in touch, but we had not given them details. We have now given the neighbour a key and all our contact details for when our next tenants go in.0

I am suprised you would stand up for your tennants over the neighbours. In my experience, most people moan when there actually is a problem... which I would want to nip in the bud.
