Landlord doing another inventory

Posting on behalf of a friend...
Her landlady was around the other day to let the techncian in to service the boiler and when my mate came home gave out to her about the state of the flat, how messy and damgaged it was, the hem of a curtain coming down etc when in fact it isn't and a lot of it has been fair wear and tear. She even told her off for putting her handbag ona doorknob as it would 'damage it'.
Following advice that I've read on here on other threads, I've told my friend that it doesn't matter what condition the flat is in, she has the right to quiet enjoyment.
But now the landlady has requested to do another inventory midway throught the tenancy. Is she allowed to do so? If there were issues at moving out and it goes to the dispute service, which inventory would be taken into account, the one at the beginning or this one?
She's in England, does have an inventory from when they moved in and the deposit is protected etc.

Landlady is allowed to request anything (I can ask Mrs next door to sleep with me..) bur tenant does not have to agree. However this feels like it's not going anywhere good - I'd suggest trying to negotiate something everyone is happy with - in only to avoid a Section 21 notice followed by eviction.
Tenant has an absolute right to live like, say, with coal in the bath, curtains drawn, mess everywhere, sink full of mouldy dishes, filthy floors, as long as the place is returned as it was, less fair-wear-'n-tear. She can hang her handbag on any knob as far as I'm concerned..
The only inventory (? and photos??) that matter are the start one & end one, as far as any deposit arguments are concerned -
Equally, Landlady has an absolute right to give 2 months notice from the end of the fixed term and then get T evicted...
