The words I would use are "presumption of service" and possibly mention case law.
There is plenty of case law to support the assertion that if you post a letter you are entitled to assume it was received.
Complain formally and threaten the ombudsman (cost to them £500). Hopefully they will back down once they realise you aren't going to easily fobbed off.0 -
