In Scotland we have 5 days to let our solicitor know of any problems with heating and it's up to the sellers to fix it. I thought there was a problem with the bedroom heater so told solicitor. He said he'd passed the info on to seller but if I wanted anything more done I'd need to pay £100/hour + VAT. Considering the state of the flat when I moved in and the fact that there were lots of letters demanding money from the seller I didn't see the point.

I too agree that £2000 is a lot for a new boiler. If you decide to go ahead, try posting on the 'In my home' forum to get a rough idea what you should be paying.
Also, try a local plumbers merchant if you have one, they often will recommend one to you.
