Question about Safe mode and virus scan

I had a virus recently and got some advice here so thank you for that. I have a question about safe mode - what is safe mode and why is it advisable to run the scan in safe mode once you have turned off system restore?

    Safe mode is when the computer is started up with only the bare essentials for the operating system to run are loaded ie no device drivers or programs are loaded.
    System restore should be turned off to ensure the virus is not backed up in a restore point. Some viruses can only be removed in safe mode.
