I think it's scaffolding. If you look on street view the house next door is a different colour so it looks like it might be getting re-rendered.

I would not buy this one, as I don't like the idea of the house being on such a slope and the ground being lower than that sloping hill... aside the fact that it's a building site... lol

In the village where I used to live there were a few houses where they had doors on different floors and they both opened out to the street.
