Parking Ticket Query

My daughter received a Notice to Owner on the 10th July stating she has to pay £50 for a parking ticket issued on the 28th May.
She has never had a ticket: as this was the first she knew about the ticket at all, so could not have appealed within the time-frame or to be able to pay at the lower rate.
I thought that a letter was issued at the time of the ticket? Is this not the case?

I THINK is a whole sentence, not a replacement for I Know
