Outlook 2003 - Change toolbars (pemanent)

I have a view toolbars that come up when I open outlook 2003 and they come about a quarter way down the screen. They could all fit on two lines so I move them accordingle and have even tried turning some of them off ( view toolbars etc). However each time I shut down outlook and come back to it the menu are in the old layout. I can't work out how to make the changes more permanent.
Can anyone help? I'm sure it must be easy!
