If it's an old house, I'd also suspect it's a left over from a previous party line telephone? Telephone lines used to be shared between two houses to save money and infrastructure. Each house would have it's own number so callers could choose which telephone rang, but they were the same line so could not be used at the same time and calls could be heard on both telephones.0

I too would go with Redifusion - long since defunct but no-one ever recovered old cabling. They used to run their cables along entire streets and often "jumped" the gaps like this. I believe they used to pay householders a wayleave payment (pennies, not pounds).
I very much doubt they are BT/GPO.0 -
