Thanks for everones help on this matter, we had an unexpected result after visiting the manager of Dunelm. While we were there we asked 15 couples/shoppers, have they noticed or read any signs to do with parking in Dunelms carpark. They all said no, and couldnt understand that Dunelm fines its customers if they spend more than 150 mins in their store.
We then went to see the manager who was sort of bothered but it wasnt until we told her that we had spent all the time in her store and spent over £100 inc lunch. We didnt shout, but we spoke loud enough for other shoppers to hear us. When she went into her office with our fine notice letter, shoppers were coming up to us saying what a disgrace it was. She then came back and advised that the noticed had been cancelled and that was the end of he matter?
So we got a great result, only because we didnt pay the fine, how many people do? My advise to Dunelms is to have large signs on their front doors saying that after shopping 150 mins in this store you will be fined £100!

Our advice to Dunelm Mill, B&Q, McDonalds, Supermarkets and all the retailers is to scrape the PPC parasites off your shoes asap as they are dragging you down. The retailers need a complete re-think on customer service in their car parks, and they need to know they CANNOT lawfully fine anyone and they need to spend a useful half hour reading up on the Equality Act 2010 as far as disability discrimination is concerned.
When I spoke to Sainsburys a couple of years ago to complain about Euro Car Parks crawling around their car park, neither the CS lady nor the Duty Manager had a clue that they were not real fines. They had swallowed the patter from ECP hook, line and sinker and thought it was a great thing that a firm was 'policing' their car park...
I clearly but politely expressed the opposite view and wrote to the Head Office as well but to no avail as I got no reply and they are still stupid enough to use PPCs. It's a car park that is NEVER full as well.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The Tesco in one of the local towns has been made into an extra, adding an extra couple hundred car-parking spaces. Previous they had no time-limit and the only time the car-park was full was at Christmas time before Asda rolled into town, taking some of the trade away. Now they have an even bigger car-park, but with a 120 minute limit on parking. The only reason is that they swallowed the patter from the PPC (Town and City Parking I think). There was no problems with parking before the car-park got made bigger, so there won't be any problems now.0

No she did NOT :
TPS and many others sell DIY fine your customers kits, you get, a wallet of fake parking tickets, a pack of sticky Fake Parking ticket attachers, a clip board and a pen
The company then sends out the shelf stacker to fine the customers .
Some use cameras on car parks which generate commission for the shop, same scam but it leaves the trolley boy free
TPS or who ever else then give the shop a share of the money paid by victims of the scam and everybody is happy.
Looks like you went back before the shop sent in the details

Companies usually have a clause in the contract where the landowner can cancel any tickets.
The landowner then usually gets a cancellation charge.
If it isn't the victim being scammed, then the landowner will be instead.0 -
