I highly doubt she will need a license of any sort from the council to operate.

You should not assume - this is where the danger lies, a manicure is known as a 'Special Treatment' and special treatments need licenses in some council areas so depending on where she lives, she may need a special licence to operate: http://online.businesslink.gov.uk/bdotg/action/sectorsLMRegulationsDetail?sectorContentIndex=0

Best thing for the OP to do is to give his/her friend a link to this site: http://online.businesslink.gov.uk/bdotg/action/sectorsSIMLandingPage?r.i=1084515656&r.t=ONEOFFPAGE If she puts in there what she is going to be doing and her postcode it will give her all the regulations that she will need to follow, how she will go about it and also the trade bodies that she can join.

I asked her the other day she has insurance but i didnt check it was what has been suggested here. Apparently she has 12 weeks to tell the tax office she is SE but will tell them once she knows if its worth it.

As savvy sue said a CRB check in this instance would be useless and you can't get a full disclosure done yourself. If you could and it wasn't good you wouldn't say you even have one would you!! If people are concerned and you are a regular visitor they may wish to carry one out on you but most people wouldn't bother.
'They' can't get a CRB check done on anyone just because they wish to. This is a simplified summary, but only an employer can carry out a CRB check, and then only if they have the right to do so because of what you'll be doing. Obviously this extends to volunteers in 'controlled activities' (I think that's the phrase).

Individuals can't get a check done on themselves, nor can Joe Public request a check on an individual.

As for theft if they are going to steal off you a CRB won't mean anything, not everyone who is a thief has a criminal record!!
And therein lies the biggest problem with the CRB system. But let's not go there in this thread ...

You no longer have 3 months in which to register, your supposed to register straight away from when you start trading. The 3 month allowance was sort of dropped a while back.

Yeah the CRB system is a bit pointless TBH, other than if your working with children most people couldn't care less about it. It certainly doesn't tell you anything about what the person is likely to do in the future if they have a clean record!
Everyones opinion is the most important.....no wonder nothing is ever agreed on.
