Will RBS refuse me because of Natwest arrears?

I am in urgent need of a basic bank account and want to try Royal Bank of Scotland. The only problem is I have a Natwest first reserve account which is in arrears of around £400 which I can't pay.
RBS own Natwest so will they cross check and refuse me?

If your in arrears with Natwest theres a high chance you may be declined for an RBS account.
However youll just have to apply and see what happens!Im an ex employee RBS GroupHowever Any Opinion Given On MSE Is Strictly My Own0 -
Even if they accept you I suspect they may exercise the right to offset. ie take your money to pay your arrears0

If you open an account with an RBS branch in England, then it will transfer to Santander when the branches are sold in the near future (maybe next year) are you aware of this, and will you be happy to be a Santander customer ?
