How much should I offer ??

Hi all,
I've seen a detached house for sale in Glasgow (southside) but I'm not too familiar with the scottish system of putting offers in or conveyancing!!
The house is advertised for: Offers in Excess of £385,000.
Please can someone advise how much I should offer as I'm thinking about a figure of £395 - £400k......???
A while back I was told that normally you would need to put in an offer at about 10-20% above the price shown, is this still correct?
As you are aware, it's generally a 'buyers' market at the moment and I'm thinking about offering low then working my way up to about £400k, will this STILL be enough?
PS. the house has been on sale since October 2006.

The 10-20% figure is a typical one, but varies a lot depending on the area and the particular property. Your solicitor should be able to advise on a suitable figure - you do know that you have to submit your offer via a solicitor, don't you?
If the sellers are approachable, you could try discussing it with them first. I know some people advise against this, but this has worked well for us with all three of our moves within Scotland.
