Part exchange on an older home?

I've been looking at a very nice tenement flat in Glasgow and was a little confused to see that 'part exchange may be available'. I typically thought you just got this when a housebuilder was trying to offload new developments and the mortgage supply/sales were weak?
The flat is a reasonable sized two bed, not particularly expensive.
Do you reckon:
a) It's a property company reselling it after taking it off the previous owner?
b) The current owner is trying to downsize and wants something cheaper?
c) Other?
I don't want to link to the property in question, but it's a fairly standard sort of flat for this neck of the woods...
