Right to buy scotland

Hello everyone first post here,
We bought the council flat we live in for £46650 in 2009 valued at £101,000
2 bedroom first floor flat block of 4 in Aberdeen.
due to me having lived there for 7 years that was my discount.
our mortgage is for slightly more, as we took the fees from there, we rushed bought, because our area was being taken off the 'right to buy' pressurised area or something they called it. as a result we didnt have the fees money up front,
we have to live in it for 3 years. otherwise our discount would be due back to the council if we sold before that date, the 3 years are up 18th November. having never bought & sold a property (apart from buying this from council)
do you think its possible or even wise for us to get the ball rolling now?
I can imagine it all can take quite a few months to actually get it on the market?
The council told me that as long as we dont complete a sale before the 18th we are ok to get advice, and move forward
would this be right?
is August too early to get advice on wishing to move after Nov?
My children share a room and as there is an age gap (pre-teen-toodler) hence the reason for the move to get a 3 bedroom house(hopefully)!
as you can tell we arent experienced at this!

I'm not sure what the answer is but thought I would bump it for you.
I would say that starting the ball rolling now won't hurt as it could take a while to sell.
