Installing fluorescent light in loft

I know it is a bit late to query this. I just had a loft ladder installed and it comes with a package of part boarding of the loft and a 4ft fluorescent light. Th company works nationwide. Does the installer need to be a qualified electrican to install the light? He seems to have done a good job but I noticed he did not ask me to turn the main electricty off. Thanks

He doesn't have to be a qualified electrician, but as he's doing it as part of his work he has to be suitably competent under the Electricity At Work Regulations. That's more his boss's problem than yours, though.
