Buyer in USA did not recieve the item?

Hi. Buyer in USA claims that he did not received the item. It was posted
on the 14th of July by standard Airmail of value £30.
And it was my first international sale!
I asked him to check his custom office if they held it there.
But he replied saying "No local customs office here. I do not know where the point of entry into US is. I believe you are responsible for delivery. What next?"
I need advice what to do next?
Would appreciated it very much.

Personally I would apologise and ask the buyer to wait a little longer, maybe suggest he emails you again Friday or Saturday if it still has not arrived. However be reassuring that if it has not arrived by then that you will then sort out the refund for him.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. Unfortunately US buyers tend to not want to wait that long. I have a big US market on my goods and most stuff still arrives fairly quickly. However three weeks is about as long as you can get them to wait before you start talking refund.
Fingers crossed my US stuff is arriving quickly again after a bit of a glitch earlier this year.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. Personally I would refund and claim the money back from the Royal Mail, if the buyer decides enough is enough and opens a paypal claim for Item not Received you don't have a leg to stand on (unless you sent it via a tracked method which tracks outside the UK).0

If it does come to refunding him. Do I refund him including P+P cost as well?0 -

Unfortunately yes, but do try asking him to wait a little longer yet.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. How is it that americans always seem to be the most impatient buyers! You never seem to get inpatient buyers from other parts of the world!0

I find American buyers are impatient, without a grasp of any geographic distance between UK and USA and expect me to quote everything in US$.0 -

Funnily enough when I have purchased from the USA, I have had sellers telling me it can take 30+ days for delivery, do they want it both ways?0
