Cheapest way to build an extension or conservatory for Pool Table?

Always loved the idea of owning a big house and having a 12ft snooker table if I ever won the Lotto but sadly it doesn't look like it will ever happen :(

I now play UK 8 ball pool instead of snooker and I now think it might be a reality that I can squeeze in a more reasonable Pool table (7ft x 4 ft) in somewhere but after measuring every room in the house (small 3 bed link detached) inc. garage, the measurements are just not big enough!

I'm warming to the idea of possibly getting a conservatory or some sort of extension fitted and have measured that I will need something around 16.5ft x 13.5ft but have no idea of costs, planning permission etc.....

The garden I have is rather large (to house size) as it's a corner plot to the point where you can probably have another 3 same size houses built on it!

I am however concerned about the heating of a conservatory (compared to extension) as it will probably be used more in winter than summer as all that will be in there is a 7x4ft pool table.

Any ideas will be welcome along with some guidelines on what sort of price I will be looking at?
