power surge on usb port

hi all
I tried to connect my phone to my laptop the other day and when I connected it a warning came on screen saying that the device connected to the usb port had exceeded the maximum power and then I had to reset the usb port. This now means I can not connect this phone to my pc as this happens everytime. Does anyone know what the problem is or how I can give the port extra allowance to handle the phone? This hasn't happened before with my sony ericsson phone but the problem seems to occur with my samsung d600. Does anyone know a solution to this?

Try a different USB port, or if you have a splitter, try powering the phone separately

I only have one usb port as it's an old company laptop. What is a splitter?
Is there a way to assign more power to the port by changing the setttings in windows? I have admin rights on the machine and it is on windows xp sp2.

If its an older lappy then it looks like there simply isn't enough juice.
A powered USB hub should solve the problem. These supply the power independently of the laptop
