A dog warden can act if the dog is dangerously uncontrolled even if it is private land. Scroll down to section 3.

Two wrongs don't make a right in these circumstances - the owners are irresponsible - don't stoop to their level! Report it to the property authorities, and keep doing so until they take action. What the h£ll do we pay our Council Tax for?!?!?!?!?!0 -
As this is a right of way for all residents the dogs are not allowed to run free,so Dog Warden. The nappies is a fly tipping offence, any household item no matter how small, thrown out at the back or front of the property is subject to a fine. Waste Management local Council.0
