Full time education WTC and council tax

I will be going to uni full time in Scotland. We currently get about £80/wk WTC as my wife looks after the child full time. I was earning £1000 working full time. In september I will not be working anymore as I will be studying full time. I will earn a bursary up to £880/mth. We have a 10 month old daughter. My questions are:

1- For the purpose of council tax do I get exempted from paying due to my circumstances even though my partner will not have a wage comming through other than WTC?

2- As I get bursary do we still qualify for WTC?

    Unless you are working 16 hours your working tax credits will stop. You will still receive child tax credits.
    For means tested benefits such as council tax benefit, your wife should make the claim with you name as partner.     Are you sure that your bursary will be £880 per month - that seems very high.

    You will be disregarded for council tax purposes and your partner will be liable for the council tax with a 25% discount. You may be able to claim council tax benefit to help with the 75% council tax which will be due.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
