Just completed on a flat, now could be hit by a large bill for building work....

I'm not sure this is so. The surveyor could not demand entry into other flats in the building and the basement flat, where this problem apparently is, could not be inspected externally.
That is a very good point - but if this were me I would be wondering why my solicitor hadn't questioned it - 'some' costs have been laid out - referring to other properties..but which will/would affect the property I was purchasing.
Below is not related but just a quick story about my solicitor experience and shows that sometimes they do not do all they could to ensure you are buying the right property for you.
I was with a solicitor trying to buy a flat which was on a Lease hold of 99 years with only about 30 years remaining. My solicitor said that he didn't know anything about leaseholds (!!!???) so I went off and did a few investigations - found out that I would need to get the lease extended for the property to continue being mortgageable and saleable in future but this could cost £3k or £20k - whatever the lease owner (not sure I have that term right - apols if it is the wrong term) wanted to charge really.
After finding this out I knew that 10 years down the line I didn't want to face some possibily huge cost and kept asking him for some advice on it but my solicitor was...just not doing anything...at all..
I went in..sacked him on the spot, collected my file (which was very thin considering this was 3 months in from my offer on the flat) and went to another solcitor.
She was appalled at the lack of things in my file and suspected the other solicitor had held papers back - turned out he hadn't but he also hadn't been doing his job and all my chasing up on things he had ignored and not bothered working on barely anything.
Within 5 days my new solicitor came back with lots of info for me about the lease and advised me not to buy - I paid fees on that but it was only £1.5k so a lot less than my costs could have been.
I stayed with that solicitor and 3 months later moved in here.0
