I applied for a job on the 7th july and got the standard letter back 3 days later sorry you have been unsuccessful this time - with the however should any further positions become available we will keep your details etc etc
well yesterday evening i am looking again and see the post being re-advertised

Unfortunately, from what I have seen - from the other side of the fence - jobs are only re-advertised when none of the applications was suitable, unless they want a larger selection of candidates or have paid for two insertions in advance in which case it is a continuing advertisement. Sometimes they mention that previous applicants are welcome to re-apply.
What exactly are they looking for, and how well do you meet the requirements? Was your application tailored to the job?Who having known the diamond will concern himself with glass?

I believe i was well suited to the job
had many years experience etc including supervisory , IT skills
all things they asked for
but i suppose one persons expectations are different from another
it doesn't say previous applicants need not apply
so would you or has anyone ?0 -
I wouldn't. I would only reapply after I had gone and got more experience/ whatever I lacked first time around not to be on the successful list.

Really, the worst case is that they can say no again.
Re tweak your CV around the role again and your cover letter and send it in. When reviewing CVs you do not look to bring in all of the people you think can do the job but instead the top X number of the CVs you receive and fairly often you review them in the order you receive them.
You could previously have been X+1 and therefore declined the interview where as this time you may be < X and so get the interview.
To date, I have never looked back over old CVs for roles I need to readvertise.0 -

Yes, yes, yes, reapply. Don't call, your CV/application was not successful first time round. I'm with InsideInsurance on this, tweak it. Granted, you can't alter your experience/qualifications, but you can present it differently.
Take another look at the job description and person spec, I'm sure your original application was written to fit (if not it should have been), have another go at making it 'fit' even better. More interesting to read, more interesting to even look at. A few of their own words/short phrases from their ad/paperwork - but use some imagination while doing it so they don't look like straight 'lifts', perhaps a different few words that mean exactly the same thing.
For a CV I use my covering letter to reinforce some of the qualities they're looking for that there wasn't quite space for in my CV (3 short, punchy, bullet pointed sentences - no more than 3 lines each).
What have you got to lose. If the second ad doesn't say "previous applicants need not apply", then they must expect people to give it another go. What I doubt they expect is unsuccessful applicants to just bung in the same application! (Which is what you're planning to do if all you can manage is a phone call asking to be reconsidered.).
