I'm hoping to get some advice. In future years we will have this window professionally overhauled and re weighted or replaced with a replica, but have been doing a diy strip and repaint to protect from winter weather and prevent further dacay.
This sash window has the TOP half painted shut, but the bottom is functioning..sort of
.
We're unsure whether to keep trying to loosen the painted in top half to see if it is functioning and to get a nicer finish, or whether the risk of opening a can of worms is too great and to continue with the bottom half opening only for a few more years.
If we did release it and it wasn't weighted and functional, could we safely resecure it with a couple of screws underneath in the frame?
Advice on how to proceed please!

you should be able to free it , i normally get a thin bladed scraper and tap it along the edges where it has been painted shut , i'm sure you can secure it if it doesn't work properly ,0

If we need to secure it back in is there a better method than our crude idea of a couple of screws in the panel below to support it?0 -
it depends on whetheryou want to be able to open the bottom sash , you can get security bolts that stop both from being moved or you could just seal it with a silicone sealant or something similar0
