Council tax benefit and savings

Are you allowed to apply for council tax benefit if you have savings? Does anyone know the lower and upper limits please? If you are below the lowest level of savings allowed should you still declare what you have or is it disregarded and not required? My mum is wanting to apply and we are getting conflicting advice on the internet about what the rules are. Any advice much appreciated.

Upper limit is £16K - any savings should be declared so that a correct assessment can be undertaken but the savings wont affect the claim until they are £6K or more.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

I'm not absolutely certain of this, but I think it is a £16,000 limit. I checked on Direct Gov and that seems to be right but might not apply if you are getting the 'guarantee of pension credit'/
Yes, you must declare any savings (no matter the amount).0
