You can collect them at Travelex (cash passport) but as they are a VISA or Mastercard i wouldmn;t think they are available on demand as such. You generally gete a better rate by pre booking anyway - this is MSE

Their website implies you can get them (with sufficient ID) on demand
You can certainly preorder online (the previous day) to pick up at Heathrow - but beware of a possible charge from your bank if you do this0
