Peeling/bubbled paint on window wall.

This may be due to a previous damp problem. In a few places, paint has lifted down to the plaster - which however seems completely dry. I have scraped off all the loose bits and want to repaint. I'm assuming I should use a primer on the bare bits. What primer should I use and what is the best material to even up the patches. Cheers

    You say a previous damp problem, so I assume that has now been sorted out.

    .. probably best to use stain block paint as the primer.
