Paypal investigating a payment?

Not sure what to do here. I sold an item, buyer paid straight away no issues, I then used the funds to buy another item, almost instantly I got limited and get the following.
PayPal is constantly monitoring site activity and reviewing transactions.
This payment has been selected for review and we have opened an investigation.
It shows the payment I made in the minus and the words temporary hold beside it.
Now in the mean time the item I bought has been been sent out. So I am worried here that the payment I made will be returned to me, So I will have the item I bought aswell as the payment returned I will look like a real scam artist.
The only thing I can think of doing is returning the item when it arrives today.
I have worked through the various points of limitation like supplying tracking numbers etc for previous items but they won't let me off without having a photo ID which I don't have since I don't drive etc, I have sent in my birth certificate but its a no go, So my account is gonna remain limited.
What exactly is likely to happen here? As I say I am just worried that they will return this guys payment to me, and even if they do I won't be able to withdraw it as am limited, I also have not posted my item I sold as yet as I want to find out what is likely to happen as my only option may be to refund my buyer if I can't withdraw.
