One part of those regs is checking the identity of "people you do business with" which will include sellers as well as buyers. Its a bizarre anomaly in that they don't do anything which isn't caught elsewhere in the process (e.g. by regulating solicitors and banks) but the regs state they have to do it. Non compliance is however widespread although the OFT has started clamping down which may prompt a few more to get their act together

Institutions can accept other proof of identity if you don't have a photo driver's license or a passport such as gov't pension papers. However, it is their choice if they do so. If, by chance, you do turn out to be a money launderer (which basically includes any form of criminality) and the company hasn't done any due diligence, then the estate agent or any other organization can be accused of complicity and the penalties are quite severe.

If I was a money laundering criminal the thing I would most definatly have is photo ID, it may not be my own, it may be one of the thousands of forged passport or it may be one that I have procured with some one elses details through ID fraud, it certainly wouldnt have my real name on but I would make sure that I had other forged or stolen documents to back up my photo ID.
I certainly would NOT want to draw any attention to my criminal activities by having no photo ID thus ensuring more through checks are made on me.
So any one who says the only way to stop money laundering is to have photo ID is talking rubbish, do people honestly believe that if compulsory ID cards WERE introduced that your money laundering criminal gangs would not have found a way to clone them or copy them, we are talking about people who make millions internationally
they have the resources and the people to get round any systems.
But hey lets target the money laundering gangs by making some little old boy who last went abroad with his unit in WW2 go though hoops in order to get enough ID to get his pension out of the bank or sell his house to pay for his care home.0 -
Unfortunately, that's the way it is today. The estate agents aren't as concerned about your criminality as they are about being convicted for not following the rules on the verification of your identity. If your ID is a forgery and it's not obvious, then they have done their best efforts. As I said, the penalties for not following the rules are too severe to contemplate. Money Laundering rules cover all crime not just the big bad boys with millions.FREEDOM IS NOT FREE0

I have NEVER been asked for photo ID for a video membership
I have NEVER been asked for photo ID to join a library.
and I am both a member of Blockbuster AND my local library
I have a bank account opened it before these rules were in place
didnt stop my building society only last year asking me if I want to open a current account with them even though they KNOW I have no photo ID they can have other ID they said.
Dunno about getting a mortgage dont need one as I have just bought a house for CASH and guess what with no photo ID however
my Nephew has a mortgage and he has no photo ID and I know that as he has just sent of for his first one and no he doesnt drive.
And not sure why you have added getting on a plane the whole purpose of this thread is for people with no passport, everyone knows you cant get on a plane domestic or overseas without a passport so that example is rather - well meaningless.
And I am sorry being stopped by the police without photo ID are you serious when only last month my local plod had a seminar for women giving them advise on keeping them selves safe and preventing crime and one of the things they said NOT to do was to walk around with your passport on your person in case it lost or stolen
BTW please continue wiith your lists and I bet I can disprove most of them0 -

I am not disagreeing with you but you should try collecting something from my local Post Office! A couple of years ago the postman left a card saying a package to be signed for could be collected at... etc. Next day I took the card (forgetting about taking passport, driving licence, utility bill etc.) and went to the collection office after work. As I had none of the required proof of identity with me I offered my NHS ID badge ( photo, name, job) as verification. The lady shook her head, tutted, thought long and hard, glared at me, then told me that was not acceptable proof of ID, but that she would make an exception "just this once", but woe betide me next time....!!0 -

no not photo necessarily, though just went to the coop and chap had to show his 18+ photo card to get some beer, just ID culture in general (please read my previous words) we are all use to it, though thankfully State ID cards are scrapped for the moment.
just get ready for more ID production, most people groan and hardly blink an eye.
that said I never get why when passports are asked for it has to be in date to prove who you are. i know many fellow solicitors who accept out of date. you are who you are I guess.
though it makes lawyers worried when client argue about giving ID that is for sure.My posts are just my opinions and are not offered as legal advice - though I consider them darn fine opinions none the less.:cool2:
