Best option for Mum?
Mum is in sheltered accommodation (aged 83) and her fixed price electricity with British Gas expires 30 Sept. As Dad has recently died I have taken it on myself to see if I can get her a better deal than the BG standard tariff or the BG Price Promise March 2013. The best price I can find is the Npower 'Bill Saver' tariff but I have some queries:
1. Npower Bill Saver contains the notes :
'Electricity- only customers can switch to Npower's Bill Saver tariff provided they are not on mains gas supply.'
Mum only pays (is billed) for her electricity
She has no gas meter in her flat
BUT her central heating is heated by gas - the heating is supplied to the whole building to all the tenants and is part of her rent (ie the gas bill goes to the care home)
Is Mum eligible for the Bill Saver tariff?
2. There is a penalty to leave the BG contract before September -
Is it worth the £30 penalty to fix now?
How likely are Npower to agree to signing her up for a fixed deal but holding off the 'fix' until her contract has ended, so avoiding the £30 penalty?
3. Her annual consumption is given as 1192hwh per annum - is it worth fixing at all? She is in good health but worries that she my die before 2013 (I doubt that - you should see her tai chi, it is much better than mine!!)

1 - I would contact npower and ask. Also would advise looking carefully at Npower, the reason they appear at the top of the comparison site results is your mum usage is low, and their result on the comparison site (if monthly direct debit is payment method) is inclusive of a £42 discount you wont get until paid 12 monthly direct debits to them (eg annual cost on comp sit is £300, you will pay £342 in the coming 12 months, in the 13th month they will refund you the £42 thus bring cost down to what has been quoted on comp site £300).
2 - Yes £30 as you have stated, Bill Saver by the way does not Fix the rate with Npower "Npower’s Bill Saver prices are guaranteed to be 5% lower than their standard (off-line) prices until 1st January 2013." So unit rate is variable, but will also be 5% lower than their standard rate, but when Npower announce an increase the Bill Saver unit rates WILL increase.
3 - With usage so low could probably get away without fixing cheapest fix would be M+S Fixed Price, runs until 31st Jan 2013. Canx charge is £75 if leave tariff before 31-1-12, if leave between 1-2-12 and 31-1-13 £50 canx charge, in Yorks are £179 a year or £15 a month.0
