I've always used Norton Ghost and had reasonable success with it ; full transfer rights of some actual software from xp to win 7 can be a bit problematic. Transfer of data should not be an issue -- might be best to double up by copying data files onto an external disc too -- just to be safe .

Disk imaging software is totally inappropriate here. New machine, completely different BIOS, hardware, drivers and OS. Plus the MS link posted is to upgrade from XP to Win 7 on the same machine.
You will need to copy the data across from the old machine to the new via network, DVD, USB stick or external hard drive. You can simply use copy/paste with these media or use the XP Files and Settings transfer wizard (or even better, download and use http://www.microsoft.com/download/en/details.aspx?id=7349 ). Another option is to upload the data you want to keep from the old PC to the cloud and then download onto the new one. Alternatively you could pull the hard disk from the old PC and fit it in the new as a second slave disk (or an external drive caddy). That would be the quickest and easiest way to do it for the data.
The programs you wish to use on the new PC will need a fresh install of each.604!0 -
I would drag over your contents (network share/usb/extenrnal HDD) from C:\documents and settings\<user account> (XP) to C:\Users\<user account> (Win7) into the relevant folders and re install your programs from fresh.0
