I would imagine it's changed a fair bit, personally I would buy this for £5.99:

I used this is march '10 and it was excellent, it's laid out like it is in the actual test etc so helps you learn.
(And most of the questions that were on my theory test I'd done 100s of times on the software so new the answer)

I did my theory test in 1998 (car one) then again last year (motorbike one, but it's only a few questions different.)

I didn't think the difficulty of the questions had changed, although there was a longer list of questions they could ask you so there was more to learn.

I borrowed some hazard perception practice tests and I'm very glad I did, because if you click as soon as you see the potential hazard it's often too early and you don't get any points at all. With a few practices, it wasn't too hard to get the idea of when they wanted you to click, but you can't tell this very well from the information they tell you.

My technique was to click when I saw something that was likely to become a hazard, then click again when the hazard developed e.g. click once for seeing kids playing football, click again when the ball goes into the road. On the practice one at least, there weren't any points deducted for clicking too much unless you click something like 10 times per clip.
