Entension - Possible Problems

Good Morning
I am looking to build an extension to my property. However, the neighbouring wall that I will build upto has a flue coming put of it.
The neighbouring property is a downstairs flat and due to the lay out I am unsure as to how they could re-route the flue to another external wall.
Where do we stand with this, as we cant block the flue with the new extension as that would be a health risk to the person living there. If they wont move it then can i go ahead and build as it shouldn't be breaching the boundary anyway and the flue is at head hight for me when i walk out my patio doors.
I have attached a photo and as you can see they have a flue and also a cable running up the wall on my side of the boundary. (left side wall on photo.) - This site wont allow me to add photos as i am new
If this cant be moved then I wont be able to build the extension.
Any advice would be greatly appreciated.

A lot depends on whether they have the right to have the flue and the cable on your side of the boundary - and how that right is derived. For example, it could be covered under a deed of easement, in which case you could try buying out the deed, but they could refuse. Or they could have just done it, in which case you could tell them to remove it. Or other options between.Hi, we’ve had to remove your signature. On the wall is:
A - Is the flue
B - Is an old bracket that can just come down
C - looks like an open ended pipe from the boiler (over flow?)
D - I'm not sure what this is. Its a square shaped plastic unit which has a vent on the underside and a 1" inlet on the underside but is sealed on the top. No idea what that is?
All of these things are in the way of the extension. So any advice on what we could do?!
