House sale questions please.

My carer is selling her property and buying another in small chain, she said that she has to pay stamp duty.? her house is selling for £138 and she is buying a property at £157, I thought that you didnt pay stamp duty unless the property is over 250? ....am I missing something?......
she also said her solicitors fees will be 7.5 K ,... her solicitor as abit more work to do regarding the new place they are buying is ex military base . phew thats a bit high, we bought our place 5 yrs ago at 1.5 per cent total 2.3 K , it couldnt have gone up that much in that time surely..!!.....?.....also theyve signed their contracts so when do you think they would complete.?

Sorry for all the questions but to me it doesnt sound quite right .I thought id ask you very knowledgable people ...Thanks

    She isn't a FTB and the price she's buying at is over £125,001, so it's 1%.

    We need a breakdown of the solicitor's costs and fees before we can comment.

    They will complete on the day they agree with the other parties in the chain. Once exchange of contracts takes place, the completion date will become binding on all parties
