Child benefit changes - questions

Child benefit stops for higher rate tax payers in 2013 - is that from 6 April 2013 or 1 Jan 2013?
Which year do they look at to determine your entitlement?
Do you need to be a higher rate tax payer in the current tax year to lose out ie 6 april 2013 to 5 april 2014 or in prior year?
