Tax credits not received letter?

My friend was overpaid tax credits due to a misunderstanding, and they wrote to her saying they wanted just under 1K back from her.

They enclosed a form stating that if the misunderstanding was their fault, they would waive the repayment.

She filled the form in and posted it. Three weeks later they say they have not received it.

Is there any other way of dealing with this matter apart from filling in another form and hoping they do receive it this time?

    send the next one recorded delivery - I always send it this way then you know if they have got it.
