Tenancy ended but Letting Agent have not returned Deposit 4 weeks later.

Hi all I am looking for advise for a friend. Her tenancy ended almost 4 weeks ago and she still hasn't heard anything from the letting agent regarding getting her deposit back. It is held with DPS.
When the tenancy was first up the letting agent emailed to say they were not satisfied with the property particualy some flooring issues. My friend replied regarding the flooring issues stating she had told them when she moved in it was very low quality lino and would not last as it hadn't even been fit correctly.
She has heard nothing at all back from them this was aprox 3 weeks ago. Any advise on what she should do next would be appreciated. She has checked with DPS and no dispute has been opened on her certificate number either.
