Hi,
I have bought three items off etsy from the US about a month ago through a seller. I paid via paypal.

It's now been over a month and the items still havent arrived. I brought this up with the seller who said if the item does end up being reported lost (after a 6 week period which i believe ends next week) they said they would only provide me with a half refund!

This is the message:

At this point, unfortunately, we can declare that the package has been lost...but please consider that I had no control over that, as the package was in the hands of USPS. Only thing that protects something like that is insurance on the package, (at additional costs when the payment was made).

Again, please understand this was out of my control the best I can offer is half a refund.


Obviously not happy as do not want to accept half a refund for a product I haven't recieved. She never offerd me insurance on the package. I understand she has no control over it but neither do I.

Can she do this? Am I entitled to a full refund?

    As the seller is outside the UK I'm not sure if it works the same, but look on your Paypal account and see if you can raise a dispute for an item not received. I have done this in the past when a seller (not on ebay) has been unwilling to refund for a lost parcel.

    Do as Scottishblondie stated and open a Paypal dispute.
    Provided that when you sent the paypal payment you made sure that the payment was for goods and not a gift then you should be okay.

    Wrong.
    Paypal protects the buyer and insurance protects the seller.
