"If you are not on a prepayment meter
If you owe money to an energy supplier, they
can stop you from switching to another supplier
until your debt is paid off. This is known as being
    debt-blocked.
If it is your energy supplier’s fault that you are in
debt, maybe because they read your meter wrongly,
they cannot stop you from switching to another
supplier. You will still have to pay back the debt."

    Hi bigjluk

As jhp has said, it depends on the circumstances behind the debt. If we've made mistakes on your account which have contributed to the subsequent debt, it's highly unlikely we'll prevent a switch.

One thing to be aware of, though, if you do change supplier we usually ask for the outstanding balance to be paid in full. Again, if we've made mistakes, this rule may not be applied and we'll let you set up a payment arrangement to clear the debt over a more manageable period.

I would talk to us and see if there are any other options other than a prepayment meter.

Sorry this is a bit vague bigjluk but hope it gives you one or two pointers. Give me a shout if you need any more info as happy to help.
