Maintenance of a boundary is not the same as maintennace of a fence. It may be that the OP is responsible for maintenance of this particular boundary or that it is a shared responsibility.AFAIK all your neighbour has to do is maintain a boundary

I would have thought it would not cost much or be a "huge task" for you or your "carpenter" husband to put up a few fence posts on your side to secure this fence and make it "safe".

pallets are extremly heavy and even just a drop from a tiny height (few inches!) can cause alot of damage. haveing these things stacked on their side on top of one with no support! is just crazy!0

What exactly did the OP say? I envisioned the same setup that z1985m described. How have you interpreted the OP?
As for z1985m's comments regarding pallets being 'extremely heavy', this is not always the case. Pallets come in a variety of shapes and sizes. The UK standard is about 1000x1200mm but the weight of an unladen pallet varies dramatically, some are as light or lighter than a standard fence panel.0 -
